Image background is not interpreted #284

<img> tags can have a background assigned like any other element. Though this 
background is currently not displayed within HTML Viewer.

Which steps will reproduce the problem?
Open the attached test case.

What is the expected output? What do you see instead?
The image should have a black border of 5 pixels.

Which version of the product are you using? Which compiler version are you
using? On which operating system?
r431, Delphi XE, Windows 7

Stumbled over this having a look at the "Ask the doctor" image at HTML5 
Doctor.[1]
Displaying the background should not be limited to colors, of course. Any kind 
of background is allowed to be used.
