Intl requirement #90

Add 'intl' extension to requirements.

I mean, I do not need to add in the "Requirements". You do not use the benefits of the module intl. And in this case, you can do without it, using the function of the Phalcon.

It is required by Phalcon anyway.

Sorry, really requires module intl.

Added in 0.5.0. But not tested. Install module is in refacotring now.
