Package updates! Mostly this just involved fiddling with some changed reproject logic, also a bug fixed in astrometric_catalog_step when not using constrained diffusion. I'm running regression on a full set for NGC3627 to make sure things haven't changed drastically (expect some changes as I'm also now running latest ST pipeline and reference files)
