When a haplotype is called using partial information make a note of it in the reporter output.
For example, a haplotype could use multiple locations in its definition and a sample may only have one of the locations. If that location has a non-default allele then that haplotype could be included in the final calls. We need to add a message to that haplotype saying it's been called with incomplete information.
