EPI 108 - Key Rotation - Log #1159

Task: add log

Draft steps:

Rotate the Secrets Encryption Key as per company process (we would need to write this for PLA still)
Trigger the the system to pick up the new key by doing X
Login to the Enterprise Wallet to trigger re-encryption of all Recovery Passphrases
Output to log with message along the lines "Secrets Encryption Key rotation detected. Re-encrypting Recovery Passphases on disk........ Completed.
