Merge BDNS contributions from each partner and make them available as a centralized BDNS hosts file

On the meeting 2022-10-06 between @lukasosterheider , @TiagoV-PDMFC and @joaoluis-pdm , it was decided that the next stage UAT testing (Stage 5 testing?) will be more distributed (avoinding PDM centralized storage - on BDNS domain traceability - when possible).

This implies (at least):

• BDNS host set of files so that each partner can add their own subdomain traceability.PARTNER-ID by contributing (with pull requests ?)
• merge mechanism so that partner's constributions are merged into a single file, and the file made available by https (with a frozen URL) (needs to be a public URL ? If not on github, we can make that available on PDM)
• configuration changes (both docker and https://github.com/PharmaLedger-IMI/helm-charts/tree/master/charts/fgt ) so that apihub pulls that BDNS hosts file.
• build process must be modified to build appropriate DSUs on to appropriate domains. (Need extra config parsing to figure out the ID ? Or manual domain configuration)
• test everything with a limited set of partners (Bayer?) so that all operational configs and procedures are ok to be announced to the other partners.

Issue #122 might block one of the partners to use decentralised domain DSUs.

After a BDMS chamge, such as https://github.com/PharmaLedger-IMI/fgt-workspace/commit/61d1bae7a2a8d28175c469f5b14a04dd51d6fafd all PDM hosted WHSs and PHAs need to be restarted to refresh DNS.
