Add shift preference

A staff can prefer to be rostered for the morning or afternoon shift.

Conditions:

• If one prefers morning/afternoon and the other does not then swap those two on that day (if needed).
• If both do not have preferences then leave it.
• If both prefer morning/afternoon then leave it.
