Read the docs #199

Still altering some settings to get the online builds to work in the readthedocs.yaml. There are local builds in this with documentation. I have started moving the contents of the readme into Read the Docs.

This update has the docs built as HTML in the project, so they live alongside the project on your computer as well. I'm still working on getting the online Read The Docs to build. I've been making progress, but dealing with new errors.
