Where the centers can appear is defined in the will_get_center section in the religion definition. You can add a condition that the centers may appear outside of 2239 only if 2239 is already a center. I've put a comment by Qweytr here. Basically this is a note, because Mahayana Buddhism should appear in that province. I've added events to the mod, but they likely don't work.
