Not as simple as this. Animation flags still have to live somewhere, and they cannot live on an NLA Track because it is not an ID type. This will require a parallel animation system to be developed alongside the Blender NLA system, which is required anyway for dealing with material, shapekey, etc. animations, so this issue is worth delaying until these animations are ready to be imported too.
Just combine them all and offset the frames by wherever the strips are in the track
