i can't change light mode

i'm using MIPOW SMART BULB i connect bulb by bluetooth gatttool -b MAC-ADDRESS -I

connect connection successful [LE] char-write-cmd -a 0x0016 -n 00FF0000
or [LE] char-write-cmd 0x001b 000000ff

then i can't see the any event..(not change light mode)

pls help me
