Add a ConVar to toggle between perks having sounds or not #100

Currently, when a perk is rolled, the user gets the effect alongside with a custom voice line.

I would like to have a ConVar to toggle (without map change/server restart/plugin restart) if sounds (the voice lines/responses) should be played in conjuction with the effect.
