Administrator/Creator rights to delete posts #1

Administrators should have the right to remove posts that undermine the T&Cs of the website. Only administrators or users who created the post should be able to delete the post.

Administrators/Users who created a comment currently have this functionality. Won't be too hard to port this over to posts.

Commit 5fffd1901e59c421b7900d5bfa38e8074a465a0e now allows admins/creators to delete posts. Need to decide whether to remove local file of any photos related.

Will leave issue open until I decide how best to delete the local files. Probably best for data retention polices.
