Restart containers on reboot #113

It appears we hadn't rebooted very often in the past or this issue would have come up then. After reboot, the containers do not seem to have come back. This should be a simple directive in the compose.yml.

It worked.

Unfortunately this seemed to work in the test environment the other day but not the prod environment. Perhaps we should try setting to always restart instead of the current setting.

This appeared to work in that containers came up after sudo reboot now both in test and prod.
