Itermittent failed test due to `socket hang up` #910

This test failed just now, then succeeded on the subsequent test run:

 FAIL  src/__tests__/proposalVersions.int.test.ts
  ● /proposalVersions › POST / › returns 400 bad request when no proposal id is provided

    socket hang up

@slifty reports that this occasionally happens to him as well.

Changing the issue title since I got this on another test:

 FAIL  src/__tests__/organizations.int.test.ts
  ● /organizations › GET / › returns a subset of organizations present in the database when a proposal filter is provided

    socket hang up

I think we can all agree the problem here is obviously a rude socket.
