Add HTML anchors to Setup pages #7

The page for each OS (Linux, Mac, Windows) has many sections. Download and Install Python, Practice starting & exiting the Python shell, Prepare a text editor, etc.

It would be good to have HTML anchor links to each of these sections so they can be linked to directly.
