double quartile requests #1

the quartile trackers are being fired off twice per quartile

reproduce error with these steps:

  1. call dojo.video() while expanded
  2. call dojo.contract()
  3. call dojo.video again after re-expansion

Unable to reproduce - closed for now, but can reopen if we run into this again.
