Correct word forms in "download count"

In English, everything is simple:

• if 0 - then "0 times"
• if 1 - then "1 time"
• if 2 - then "2 times"
• ... and so on.

In Russian and, for example, Ukrainian, the form is more complicated:

• if 0 - then "0 раз"
• if 1 - then "1 раз"
• if 2-4 - then "2 раза", "3 раза", "4 раза"
• if 5-21 - then again, "5 раз", "6 раз" ... "21 раз"
• if 22 - then again, "22 раза"
• ... and so on.

This solution is intended for the correct substitution of the word depending on the number. Each other language (translation) will put its own word form or universal for all cases. Of course, you can just put one form of the word and not bother, but I came up with such a condition. Perhaps this will be a good solution.

Languages added into language file, the code itself is still under review - not sure if it should be set in core output or per customized override. :idea:
