Currently when a user opens an existing Location module instance, even if there are selected locations in the list, none of them are highlighted... which means that by default there's also no surfaces/subareas shown.
Requested change (from 20231218 meeting): when a user opens an existing Location module, by default highlight the first item in the selected locations list (if it exists) as if the user had clicked on it themselves, so that its surfaces/subareas are also displayed below.
Double-check notes from when this module was originally implemented, to make sure this doesn't contradict something we originally strategized.
