What steps will reproduce the problem?
1. Use a fully transparent color
2. Notice it appears fully opaque
What is the expected output? What do you see instead?
I would expect it to be fully black if there weren't a color under it.
This is particularly an issue when dealing with indexed palette entries and a
the palette is missing some entries. Missing palette indexes should be black --
never blue.
I have a fix for this in my next check-in.
