Explanation of 'Special instructions' on Submit Preference Images page

Should we add an explanation of 'Special instructions' (located on the Submit Preference Images page) to our Common Questions page?

If so, should we link to that section of the common questions page from a "?" next to that heading on the Submit Preference Images form?

Do you still want the footer link to read "Submit Preference Images," or should I change it to "My Vision," or something else?

Also need to consider any links in markdown files that point to this page. Perhaps their verbiage needs to change as well.

I have incorporated all the changes Emily requested except one: The link next to "Anything else we should know?" does not have a (?) button in it. Instead, it is the words "Learn more" like the link next to "Submit or update preference images"
