I will not be able to fully fix this as you are jumping while scaffolding, but I will make it take longer before it detects you.

You could add the ability to configure these parameters yourself, for example, the number of violations, the time of their decay.

Matrix generally sets max place delay - diagonal and normal.

So, just by weakening the check, wouldn’t it be better to give the opportunity to weaken it through the config?

Please recheck on 9.1.4. It should appear more rarely. Even if it is not yet fixed, there are new log messages, so new logs would be helpful.
