reduce repo size #1

We are only reading the effective index data from this package at this point. To that, we should add the coupling coefficient data for symmetric waveguides (for TE0 pairs and TM0 pairs) as a function of wavelength, gap, and width.

But anything else seems unnecessary at this point, since the coupling coefficient for non-symmetric waveguides does not seem physically accurate. Let's remove those, and also anything else that makes the repo size 100MB for now, which is extremely large.
