New Mod Features: Anonymous Modding & Banned Users Sidebar Button

Two small things:

1. Adds the "Banned Users" button to the Mod Sidebar, when relevant

2. New config option to allow moderation notifications to be sent anonymously (to avoid harassment of Mods) Defaults to False so as not to change current behavior on existing sites
