Make user's ability to upvote their own posts/comments consistent, then make an admin setting to have it be the other way #222

Right now users automatically upvote their own posts but cannot vote on their own comments, which is inconsistent.

The behavior should be the same on both posts and comments. Whatever is made the default, the other option should be added as an option admins can turn on.

I remember it was initially done this way in purpose, to give posts more "value" over comments

Also because back then posting tons of comments in very very old posts was an effective way to farm points and level up unnoticed. It might not be neccessary now that posts get archived automatically

Another option is that users automatically "upvote" themselves but it doesn't add to their total score when they do (have to make sure it doesn't lower their total score if they unvote on themselves).
