Make showing NSFW content to anonymous users consistent and configurable #354

Currently for anonymous users, NSFW content is missing from post lists but present (and blurred by #353) in Top Posts and Recent Activity.

We should make it consistent, and make it an admin-configurable option whether anonymous users can see NSFW content.

Another useful option for admins to be able to configure would be to set the default NSFW setting for new users.
