Users will get the option to enable email notifications on post/comment replies in Preferences.

Default for new users is Off, but this behavior can be controlled in Admin -> Site config. Existing users have this set to Off.

Notification email hyperlinks the user to their /messages/notifications page.

This needs a global toggle for sites that prefer not to send email at all unless it's for password recovery
