WARNING: THE RULES ASPECT OF THIS COMMIT COULD GO LIVE, BUT PHYSICELL DOES NOT YET RECOGNIZE THE XML ELEMENT SETTING MAX NUM ATTACHMENTS. WAIT ON MERGING THIS!

now users can specify the max num attachments for each cell type and set rules on this in the rules tab.

oh also some cleanup of comments, etc
