Nested Action Can't be enabled/disabled on a controller basis #734

What steps will reproduce the problem?
1. Create a simple add simple app with to models that are connected.
2. Try to remove nested link to 'child' model > config.actions.exclude :nested

What is the expected output? What do you see instead?
The link to the nested form should disappear. 

What version (or revision) of the product are you using?
8810546f4741adf64d89cb1b1002f99fcf8f0ca1
