Feature Request: Bandwidth throttle #84

Currently, there is one problem with using Appsnap at work -- it hogs the
available bandwidth. It would be great if one could cap the bandwidth
appsnap uses.

This is a good idea. I'll add this functionality in a future version of AppSnap.
