Bad linking from dihedral angle list to residue

What steps will reproduce the problem?
1. Look at attached output; the phi restraint is listed purely on the first 
atom:
9    A  186 CYSS    phi C   N   CA  C   
which is CYSS 186 but should have been listed as the next residue 187 HIS.

What algorithm/definitions should we use? Simply use IUPAC's?
