Add support for vcite #74

This is almost the same as cite, but displays to users nicer (they claim).

There is also vancite

That appears to be all for now, according to this list:

Like vcite, it appears to just be display differences, but the actual data that 
the bot messes with is the same.

This is going to be a headache to maintain.  The vcite does not use 
Template:Citation/core, so its parameter names are likely to drift from those 
in the conventional citation templates.  And from my experience the users who 
feel strongly enough about vcite to use it over conventional journals tend to 
have very strong personal preferences about citation format that it is very 
difficult to incorporate into software. If someone else wants to write and 
maintain the code I'll be happy to include it but I'm afraid that this is 
beyond what I can commit to.
