Config files in src/ should be copied on initial run #219

What steps will reproduce the problem?
1. pull trunk
2. run startflax.py

What is the expected output? What do you see instead?

error stating no file flaxlog.conf
There are default config files in src/  which I presume should be copied on 
initial if the config file doesn't exist in data/conf
