Make "Active data legends" window larger #11

What steps will reproduce the problem?
Several users have commented that they did not initially notice the legend for 
the active data layers. If the "Active data legends" window were larger, then 
it would be more noticeable.  A suggestion is to have the "Available data 
layers" window be 30% of the height, the "Active data layers" window be 30%, 
and the "Active data legends" window be 40%.

What version of the product are you using? On what operating system?
Tested MORIS v. 0.35 on Windows 7 and Firefox 3.16.13.

When the app launches, it now sets the height of avail. layers to 30% and the 
legend to 40%.  The active layers will take up the rest.

I meant to say I had tested in those 2 browsers and it looks good (can't get 
Chrome or Safari to launch just now for some reason).

Looks good to me. Checked Chrome 14, Firefox 6, IE 9, and Safari 5.1 on Windows 
7.

The taller the banner is, the less room there for the Active Data Layers 
window.  The number of default layers does not matter, it just adds a vertical 
scrollbar.
