Add Print option (map, title, legend, north arrow, scale bar)

The application currently does not have a nice print option.  A good printout 
would include the map, a title which the user can specify, a legend, a north 
arrow and a scale bar.  

This can be a difficult task because the legend can be of variable length 
depending on how many datalayers are on the map.  It may be necessary to put 
the legend on a second page. 

Workaround:  Drag the bars between the 3 windows on the right side so that the 
bottom legend window is as tall as possible, to see as much of the legend as 
possible.  Press the Print Screen button.  On Windows this will put a picture 
of the active window in the clipboard which can be pasted into another 
application such as Word or an image editing program.  Alternatively, other 
screen capture programs can be used.

Add Save Map option (map, title, legend, north arrow, scale bar) by right 
clicking on map. Options would be available (as radio buttons or similar) that 
allow the users to add a title, a legend, a north arrow, and a scale bar. It 
may be necessary to put the legend on a second page. The output file could be a 
PNG and/or PDF.

The out of scale layers are not printing now, which is what we wanted.
