Overview:

This enhancement will enable the programmer to create a new OLIVER viewer with 
a different mix of available tools.  Currently OLIVER allows customization of 
the initial map and bounding box, datalayer folders, title and other cosmetic 
items.  However, which tools are available is not yet customizable.  This 
enhancement would allow certain tools to be dropped if a simpler interface were 
desired.  MassGIS requires flexibility on which toolsets are included in a 
particular presentation of a viewer in order to better serve customers who wish 
to target their viewer to a particular use or audience.  For example, some uses 
may not require data export and some audiences might not need the identify tool.

Detailed Description:

The following tools will be provided with a configuration parameter which will 
enable/disable the tool and hide it on the OLIVER interface.
• comment tool
• editing tools
• data export
• identify
• measure tools
• Bing address matching
