Pages with html content can't be edited #1

What steps will reproduce the problem?
1. Edit a page
2. Add text with html tags in the content
3. Save the page
4. Edit the page again

What is the expected output?
The edit text should look the same each time it is edited

What do you see instead?
The text edit area does not render properly. The html tags are treated as
html rather than plain text.
