Improve JarManager #105

Change JarManager so that jars can be located on any page.
Do the same for Extensions.

So that they are consistent with get and post actions
So that an application does not need to be distributed

To be denoted with a preceding / when the Action or Jar API is not in the
'known place' but on a page relative to the root.
