Unauthorised users can post files #126

What steps will reproduce the problem?
1. Post a file to a restricted page without logging in
2.
3.

What is the expected output?

Only authorised users can post

What do you see instead?

Unauthorised users are prompted to login or use Captcha but the file has
already been posted to the page.

Fixed by adding Authentication earlier and having the file first placed in a 
locked
folder /OpenForum/Temporary
