Create Time and Page Triggers apps for managing triggers.

In Time Triggers:

Have a table view with
* page with link
* time periods
* is active check box
* has exception check box
* last run date and time
* run now button
* delete button

Have buttons
* Create new trigger

Possibly add a parent app that lists all Styles/Actions/Extensions/Triggers/APIs
