long running server does not update Qserv URL #106

Quadra may fetch the Qserv URL only once at startup, at the moment. This is
fine for most people, but on long running dedicated servers, this gets them
in a situation where they simply never see an update.

They should trigger a re-fetch every 24 hours, or something like that.
