add version numbers for requirements in the README file #3

We need to put the versions for the requirements in the README file, as
much as possible.

For SDL, I think we need 1.2.10 to build. On Mac OS X, the flickering mouse 
cursor in
fullscreen is fixed in 1.2.12, and building on Leopard (10.5) is fixed in 
1.2.13, but
I'm not sure if we need to mention that (they'll have the problem while 
building SDL,
is this unrelated clutter, or time saving?).
