"Your DMSF project preferences" permission #184

What steps will reproduce the problem?
1. Set "User preferences" permission to role
2. Unset all other permissions which affects "settings" tab of the project

What is the expected output? What do you see instead?
User of that role should see "settings" tab of the project with only "DMSF" 
tab. But i have no access to "settings" tab, and can not set personal setting 
for notification as a consequence.

What version of the DMSF and Redmine are you using? On what browser and
operating
system?
DMSF 1.2.1, redmine 1.2.1, google chrome/chromium/konqueror/opera, linux/windows

Please provide any additional information below.

Nevertheless, if i add, for example, "Manage issue categories" permission to 
that role, i can access "settings" tab with two subtabs: "DMSF" and "issue 
categories".
