Malfunctioning plug-ins while playing locally

What steps will reproduce the problem?
1. Playing any music-file from 'file->open'
2. Choosing any plug-in returns an error

What is the expected output? What do you see instead?

It apparently looks for the plug-ins in the folder of the playing song, which, 
in case of a local song, aren't there!

Sorry for sounding like a noob, but I believe I have fixed this issue and would 
like to submit it for review but do not know what to do. (I can use svn etc but 
do not see instructions on how to submit for this project)
