Appears to address libwarc compatibility issues between versions of the WARC
specification.

Note 1: this may be adequately addressed already, but it may be worth having a
separate version number for the software, which may change more rapidly than 
the spec.

Note 2: the shell scripts arc2warc.sh and warcvalidator.sh have hardwired spec
version numbers in them; perhaps they were meant to be obtained by `cat 
../version` ?
