Register a Namespace automatically #64

Register a Namespace numer here: 
[http://www.mediawiki.org/wiki/Extension_namespace_registration]

This makes installing W2L easier, but affects existing users: Old templates in 
"LaTeX" namespace need to be moved as switching to another number makes it 
impossible to access the old templates.

Namespace numbers 400/401 have been registered. They shouldn't be used now.
