Spellchecker does not work (after clicking spell checker button) #4

What steps will reproduce the problem?
1. Installed the product
2. Edited a page
3. Clicked on the Spellchecker (S) button. It was red
4. An error occurs.

What is the expected output? What do you see instead?
I expect to see the spellchecker work. Instead I see an error popup box.

What version of the product are you using? On what operating system?
Here are the versions of the products I am using:
SpellChecker - wmspellchecker-0.1-1.9.1.tar.gz
Media Wiki - 1.9
Xampp: ApacheFriends XAMPP (basic package) version 1.6.0a
OS: Windows 2000

Xamp has the following components installed:
  + Apache 2.2.4
  + MySQL 5.0.33
  + PHP 5.2.1 + PHP 4.4.5 + PEAR
  + PHP-Switch win32 1.0 (please use the "php-switch.bat")  
  + XAMPP Control Version 2.4 from www.nat32.com    
  + XAMPP Security 1.0  
  + SQLite 2.8.15
  + OpenSSL 0.9.8d
  + phpMyAdmin 2.9.2
  + ADOdb 4.93a
  + Mercury Mail Transport System v4.01b
  + FileZilla FTP Server 0.9.22
  + Webalizer 2.01-10
  + Zend Optimizer 3.2.2
  + eAccelerator 0.9.5 for PHP 5.2.1 (comment out in the php.ini)

Please provide any additional information below.
I have reread the instructions and redone it acouple of times without 
luck. I have also copied to aspell15.dll to the php base folder to no 
avail. Any help would be appreciated.

I neglected to mention that upon received the popup error message, the webpage 
comes 
back without the edit text box. You just see the row of buttons (bold, 
spellcheck, 
heading, etc). At this point the spellchecker button is green.

I don't know why it isn't working.  Perhaps there are multiple php.ini files 
floating
around on your system or php isn't finding the one that you are modifying.  You 
can
look around the web with the error message about pspell_config_create.  I don't 
have
a windows machine to test on.

Whenever we open a wiki page in edit mode we can specify the title of the page 
in two
ways as follows
wiki/index.php/titlename
wiki/index.php?title=titlename
spell check works only in first case and not in second case.
