Hybrid data source: dump + live #5

For instance, a flat file is the default data source for all writes, and reads 
are made first from this file, then the dump.

Write documentation on how to configure sqlite backing, and explain 
wgDBservers.   There is a blocking bug (or my error) in mediawiki which falls 
back to DatabaseBz2, retrieves article text, and still shows the user an error 
page, iff. database #0 cannot connect().
