Include updated sqlite3.dll in /dlls #89

No reason not to include the newest sqlite3.dll, available here: 
http://www.sqlite.org/download.html as sqlite-dll-win32-x86-xxxxxxx.zip, since 
it has support for FTS3 and FTS4.
