Scene error #22

On the regular story, after getting the flut, player can see the scene where a 
black guard come to capture Roxy.

On this one, roxy appeared at the wrong place. She should be at home.

This is probably due to the recent enhancement about 'isQuestOver' in 
ScriptManagement. This method has to return TRUE only if the given quest has 
been achieved (its actions too).

Fixed with enhancing 'isQuestOver', just as mentioned.
